How WhatsApp message templates get approved — and the first cause of rejection
A template is submitted with a category, and Meta approves or rejects it. The wrong category is the most common cause of rejection.
Any message you start on the WhatsApp Business API has to be a template Meta approved. You submit it with a category — marketing, utility or authentication — and Meta reviews it. The most common cause of rejection, and of later recategorisation, is submitting it under the wrong category: a marketing template written as if it were a utility one.
The categories, and why they matter
- Marketing
- Offers, announcements, invitations — anything selling. Charged from the first delivered message.
- Utility
- An update about a transaction the customer made: order confirmation, delivery update, invoice. Charged outside the service window, free inside it.
- Authentication
- Verification codes. Billed on the same rule as utility.
The difference is purpose, not wording. “Your order has shipped” is utility. “Your order has shipped, and we have 20% off today” is marketing — and that second clause is what gets a template rejected or recategorised.
Recategorisation happens quietly
Meta can recategorise a template that was already approved. The template keeps working and the price changes. So the bill can move without anybody doing anything — and if your system does not track the category, you will not know why.
Quality, and being paused
Every template carries a quality rating — high, medium or low — driven by recipient feedback: blocks, reports and “not useful” responses. A template whose quality drops is paused, and it comes back if the quality recovers.
The exact pause durations: **we do not state them.** Figures are widely repeated (3 hours, 6 hours, 7 days) that we could not confirm on Meta's own pages, so they are not written here and we would not have you plan around them. The shape is real — escalating pauses, recoverable by improving quality — and the numbers have to be verified in your own Business Manager before you build a retry policy on them or promise a customer a recovery time.
How to get rejected less
- Write each template for one purpose. If there is an offer inside an update, it is a marketing template.
- Submit it under the right category the first time, even when that costs more.
- Make the variables obviously purposeful, not open-ended text.
- No promise that cannot be kept, and no threat of losing a service.
- Watch the quality after launch, not only before it.
